Every organization keeps two scoreboards. There's the one on the wall, with goals and reviews and ratings. And there's the one that actually decides: who gets heard, who gets backed, who gets the benefit of the doubt. Nobody posts the second one, and plenty of careers stall without their owners ever learning it was there.
